Saff, concerning the form of the dominant term (as $N\\to \\infty$) of the $N$-point Riesz $d$-polarization constant for an infinite compact subset $A$ of a $d$-dimensional $C^{1}$-manifold embedded in $\\mathbb{R}^{m}$ ($d\\leq m$).
