Such an effective theory can be constructed by quantizing a Lagrangian in the presence of all internal symmetry respecting operators of any mass dimension. The resulting theory may be practically useful in regimes of its phase diagram where the perturbative expansion and a truncation of the infinite tower of Higher Dimensional Operators (HDO) are valid.
