We take non-viscous heat conducting charged anisotropic fluid as a collapsing matter with cylindrical symmetry. The dynamical equations are derived and coupled with the transport equation for heat flux obtained from the M$\\ddot{u}$ller-Israel-Stewart causal thermodynamic theory.
