In particular, for an infinite finitely generated virtually nilpotent $G$, this holds exactly when $(G,\\sigma)$ satisfies Kleppner's condition. For the larger class of FC-hypercentral groups the same holds modulo $\\mathcal{Z}$-stability, equivalently finite nuclear dimension.
