We propose two complementary methods: integrating out heavy modes at finite temperature, and deriving the finite-temperature heat kernel coefficients from the zero-temperature ones. We show that in the static limit, both lead to the same three-dimensional effective operators. We also compute the gauge-invariant Coleman-Weinberg effective potential for a constant background at finite temperature.
