The fact that every person is forced to spend an average of 120 hours a year doing nothing productive due to traffic congestion makes this very clear. Evidently, identifying the problem does not always result in a fix. However, creating intelligent traffic management systems with intelligent traffic signals and early warning systems could be a successful substitute.
