We show that in contrast to $\\beta$-FeSe$_{1-x}$, monophasic superconducting $\\delta'$-FeSe$_{1-x}$ can be obtained in off-stoichiometric samples with excess Fe atoms preferentially residing in the van der Waals gap between the FeSe layers.
