However, it continues to face fundamental challenges, including data heterogeneity, restrictive assumptions for theoretical analysis, and degraded convergence when standard communication- or privacyenhancing techniques are applied. To overcome these drawbacks, this paper develops a novel algorithm, PaME (DFL by Partial Message Exchange).
