In response, this study defines good questions and presents a systematic evaluation framework. We propose two key evaluation dimensions: appropriateness (sociolinguistic competence in context) and effectiveness (strategic competence in goal achievement). Based on these foundational dimensions, a rubric-based scoring system was developed.
