Our novel framework provides tunable probabilistic service guarantees for throughput and delay. Key to our approach is a Modified Dirft-plus-Penalty (MDP) policy that ensures long-term stability while capturing short-term probabilistic service guarantees using linearized upper-confidence bounds.
