Here we show: The same dichotomy between feature learning and kernel behaviors (as in SGD) holds for general optimizers as well, including Adam -- albeit with a nonlinear notion of \"kernel.\" We derive the corresponding \"neural tangent\" and \"maximal update\" limits for any architecture.
