The Workshop included about 45 participants both online and in person at Florida State University in Tallahassee. Contributions describe the experimental infrastructure available in Hall D and potential physics applications. The rate and detection capabilities of Hall D are outlined, as well as the properties of a circularly polarized photon beam and a polarized target.
