The solution is identified with a homogeneous solution of a Whitham hierarchy. This integrable hierarchy (Whitham-Toda hierarchy) describes modulation of a quasi-periodic solution of the (generalized) Toda lattice hierarchy associated with the hyperelliptic curves over the quantum moduli space.
