Fluorination is achieved with CF4 plasma and the surface chemistry is confirmed with x-ray photoemission spectroscopy. Photoluminescence of these ensemble NVs reveal that fluorine-treated surfaces lead to a higher negatively charged nitrogen vacancy (NV-) population than oxygen-terminated surfaces.
