We reconcile this finding with existing symmetry restrictions on microscopic polarizabilities using a property of line dipoles. This motivates a reformulation of cylinder polarizability, yielding diagonal tensors that decompose the response into TM and TE contributions, simplifying subsequent treatment by homogenization theories.
