We discuss the abundance of the low-energy photons from the perspective of nonequilibrium statistical mechanics. We propose a mechanism of stochastic frequency-diffusion, the counterpart to stochastic acceleration for charged particles in a turbulent plasma, to modify the standard Kompaneets equation.
