The diagonal and sub-diagonal entries of the matrix consist of two oscillatory sequences $r=(r_{k (\\text{mod} \\ l)+1})$ and $s= (s_{k(\\text{mod} \\ l')+1})$ respectively, whereas the rest of the entries of the matrix are zero.
