By introducing two Higgs doublet fields, we can reproduce the observed CKM matrix, and generate flavor changing $Z'$ interactions in the quark sector. Thus one can explain observed anomalies in $b \\to s \\ell^+ \\ell^-$ decay with the lepton non-universal $U(1)_X$ charge assignments.
