The design utilizes the principle of coherent quantum mechanical tunneling of Rabi oscillations between the two graphene electron waveguides. Based on a modified coupled mode theory, we construct a theoretical model to analyse the device characteristics, and predict that the swtiching speed is faster than 1 ps.
