We show that if $H$ is what we call $(T,\\Gamma)$-c-weakly reducible in the complement of $T$ then either a \"degenerate\" situation occurs or $H$ can be untelescoped and consolidated into a collection of \"thick surfaces\" and \"thin surfaces\".
