In this letter, we investigate the problem of ultra-reliable and low-latency communication (URLLC) in millimeter wave (mmWave)-enabled massive multiple-input multiple-output (MIMO) networks. The problem is cast as a network utility maximization subject to probabilistic latency and reliability constraints.
