The semilocal equivalence with such models uses the corresponding action-angle coordinate theorems in these settings: the theorem of Liouville-Mineur-Arnold [A74] for symplectic manifolds and an action-angle theorem for regular Liouville tori in Poisson manifolds [LMV11].
