We study the properties of this material as a function of quenched disorder in the form of Se/S substitution and find that while disordered samples show bulk superconductivity, clean samples do not. We show that a disorder-driven delocalization of carriers in the Mott-like ($1T$-) layer forms a new Fermi surface that is absent in the cleanest samples.
