This genuine quantum effect occurs as a result of dynamics of the topologically nontrivial sectors in a (conjectured) strongly coupled QCD- like gauge theory with scale ${\\Lambda_{\\overline{\\mathrm{QCD}}}} \\sim 10^{17} $ GeV in expanding universe.
