The $U(1)_{B-L}$ symmetry provides a UV completion by naturally accommodating three right handed neutrinos from anomaly cancellation requirements which, in combination with the left handed neutrinos, form the sub-eV Dirac neutrinos after electroweak symmetry breaking.
