We show that radiative corrections can lead to non-zero $\\theta_{13}$ and non-zero mass for the lightest neutrino. We find an interesting relation among neutrino mixing parameters and it indicates the sizable deviation of $s_{23}$ from the maximal angle $s_{23}^2=1/2$ and the degenerate mass spectrum for neutrinos.
