We include both the phonon and Coulomb interactions within a momentum and band resolved Boltzmann transport formalism. We find that, under suitable conditions, the strong Coulomb drag effect induces effects like negative conductivity and joint electron-hole hydrodynamics (bifluidity) in the plasma.
