Here $\\mu$ may be a capacitary measure with prescribed torsional rigidity (like in the Kohler-Jobin problem) or a classical nonnegative potential $V$ which satisfies the integral constraint $\\ds \\int V^{-p}dx \\le m$ with $0<p<1$.
