We first classify Hodge-Tate crystals by $\\mathcal{O}_K$-modules equipped with certain small endomorphisms. We then construct Sen theory over a non-Galois Kummer tower, and use it to classify rational Hodge-Tate crystals by (log-) nearly Hodge-Tate representations.
