While the existing proof correctly invokes algebraic independence to establish that the set of exceptional system parameters has measure zero, we will add a concrete illustration in the revised manuscript. Specifically, we will include a second-order SISO plant together with a dimension-2 signal generator (such as a single-frequency sinusoid) that violates the necessary condition on the generator, and explicitly compute that the associated Hankel matrix fails to have full row rank for almost all initial conditions.
