Authors: The referee is correct that the manuscript provides no explicit derivation or validation of the variance for the difference. Because the 2000 Census is a full enumeration, its sampling variance is zero and the variance of the difference equals the ACS variance. We will revise the methods section to state this assumption of independence explicitly and include a short reference to the standard ACS variance formula. revision: yes
