In this paper we examine the data that was collected at Haley Station in Antarctica on June 22, 1987. Using a test devised by Dewan we interpret the flow as one which represents two-dimensional turbulence. We also construct a model to interpret the spectrum of this data which is almost independent of the wave number for a range of frequencies.
