The dispersive representation of axial anomaly leads to the anomaly sum rules (ASRs), exact nonperturbative relations in QCD. The analytical continuation of the ASRs to the time-like region is performed. The transition form factors of $\pi^0$, $\eta$ and $\eta'$ mesons in this region are calculated. A good agreement with the available experimental data is found. Based on the ASRs, we have provided the foundations for the vector meson dominance model in these processes.
