Gravitational complementary principle: A new approach to quantum gravity

A new idea of quantum gravity is developed based on {\it Gravitational Complementary Principle}. This principle states that gravity has dual complement features: The quantum and classical aspects of gravity are complement and absolutely separated by the planck length into planckian and over-planckian domains, respectively. The classical Einstein equations are correct at the fundamental level at over-planckian domain and general relativity is not a low energy limit of a more fundamental theory. The quantum gravity is totally confined to the planckian domain with a new kind of ultra-short range interaction, mediated by massive (Planck mass) particles, through the virtual microscopic wormholes of the Planck scale with action $\hbar$. There is no room for gravitons or extra dimensions in this scenario. It is shown that the hierarchy problem can solve the cosmological constant problem via this new quantum gravity.
